Project development is at the heart of our business. Our goal is to systematically bring the right properties to the RTB (ready to build) stage—fully approved, technically planned, legally structured, and ready for investors or operators.

The development of our projects follows a clearly defined process:

Protection of the area

We identify suitable properties and secure them through a letter of intent (LOI) or a preliminary agreement with the owners. If desired, the agreement can be notarized to ensure maximum legal certainty.

Assessment of planning capacity

We conduct a comprehensive analysis of all factors relevant to planning: from property structures and cadastral data to regional development plans, zoning options, and transportation infrastructure. In this way, we ensure that each site is suitable for a project.

Network Compatibility Test

For each project, we send a detailed preliminary survey regarding the grid of the responsible grid operator, such as Enel or Transelectrica. This allows us to clarify the power supply options and technical framework conditions for a seamless grid connection at an early stage.

Initiation of the PUZ procedure

Our registered urban planners (RUR) and architects (OAR) prepare the complete urban planning documentation for the PUZ procedure. In this way, we lay the necessary groundwork for a legally sound zoning plan and building permit.

Environmental Assessment

We initiate the environmental assessment process with the relevant environmental agency (APM/ANPM). If necessary, we coordinate a comprehensive environmental impact assessment (EIA) and ensure that it is conducted in accordance with the law.

Coordination with authorities and clarification of requirements

We maintain constant communication with all relevant authorities—from the municipal administration to the utility company. This ensures that all project-specific requirements are clarified and met at an early stage.

Planning for Building Permits

Our specialized and licensed designers prepare all the necessary documents for obtaining a building permit in accordance with Law No. 50/1991, thereby ensuring that the project is ready for approval with a complete permit application.

Consolidation of all permits and contracts

We oversee the final compilation of all permits, official requirements, and contracts. With the complete project documentation in hand, we lay the groundwork for a smooth transition to construction or handover.

Planning of the General Urban Development Plan (PUZ) and Detailed Urban Development Plan (PUD) by licensed urban planners and architects

Planning the grid connection, including technical design

Environmental and permitting procedures (including expert opinions and clarification of conditions)

Coordination with all municipal authorities and agencies

Developing legally sound project structures (e.g., SPVs)

Optional: Integration of battery storage systems

For suitable projects, we integrate battery energy storage systems (BESS, 5–200 MWh) directly into the planning and permitting process—either as a standalone project or in combination with solar power.

Result: A fully developed RTB project.

As soon as a project reaches RTB status, we sell it directly to investors or operators—either through the transfer of a special purpose vehicle (SPV) or through the sale of the entire project documentation.
