The Development of Photovoltaic Projects in Romania
We develop photovoltaic projects through to the RTB stage: from site assessment, grid connection, zoning procedures, and environmental impact assessments to building permits and the sale of the project.
From the construction site to a build-ready project—well-organized, compliant with the law and RTB.
Project development is at the heart of our business. Our goal is to systematically bring the right properties to the RTB (ready to build) stage—fully approved, technically planned, legally structured, and ready for investors or operators.
▪ Project development stages:
The development of our projects follows a clearly defined process:
Planning of the General Urban Development Plan (PUZ) and Detailed Urban Development Plan (PUD) by licensed urban planners and architects
Planning the grid connection, including technical design
Environmental and permitting procedures (including expert opinions and clarification of conditions)
Coordination with all municipal authorities and agencies
Developing legally sound project structures (e.g., SPVs)
Optional: Integration of battery storage systems
For suitable projects, we integrate battery energy storage systems (BESS, 5–200 MWh) directly into the planning and permitting process—either as a standalone project or in combination with solar power.
Result: A fully developed RTB project.
Secure spatial structure (contractually regulated)
Urban Planning Permit (PUZ)
Environmental Decision
Commitment to Grid Connection
Building permit in accordance with the Building Code
Technical and Legal Project Documentation
Direct sales by KLM Development Romania
As soon as a project reaches RTB status, we sell it directly to investors or operators—either through the transfer of a special purpose vehicle (SPV) or through the sale of the entire project documentation.
