Permit Planning for PV and BESS Projects in Romania

Permit planning is a key step on the path to achieving “ready to build” (RTB) status. Depending on the location, the size of the plot, and the legal framework, this process may or may not involve an urban planning procedure (PUZ/PUD).

We review each case individually to determine which authorization steps are required and coordinate them directly with the relevant authorities.

Overview of the authorization process:

Application for authorization pursuant to Law No. 50/1991

In many cases, a standard building permit application is sufficient, without a zoning plan. We prepare the complete building documentation and submit it as an authorized design firm. This includes: site plans, floor plans, a description of the system, proof of utility connections and access (access road, electricity, water), technical drawings of the installation, proof of ownership and legal basis, proof of insurance, and the signatures of the responsible parties.

Zoning Plan (PUZ) / Detailed Urban Plan (PUD) Procedure (if necessary)

A zoning plan (PUZ) is required only for certain plots of land (e.g., those outside the UTR or without a clear zoning designation). We verify this in advance and, if necessary, initiate the zoning procedure—in full coordination with the city hall and the RUR/OAR.

Utility connection and connection permit

We handle communication with the relevant grid operator (Enel, Transelectrica, etc.):
Request for a grid compatibility study, submission of technical documentation, and coordination until the mandatory connection permit is obtained.

Environmental Assessment and Reports

Depending on the project’s location and size, environmental authorities may require an Environmental Impact Assessment (EIA) or a simple screening:
- preparation of environmental documentation
- coordination with APM / ANPM
- if necessary, obtaining specialized studies (soil, water, flora/fauna, etc.)
