KLM Development Romania is an independent planning office for solar and storage projects in southern Romania. With an experienced team and a location in Bucharest, we support projects from site analysis to handover ready for construction.
Our services range from GIS-based site assessment and complete approval planning to ready-to-build project handover. Our work is practical, legally compliant and with a clear focus on technically feasible, economically viable projects. As a German-Romanian team, we combine international standards with regional know-how and accompany our projects with personal responsibility until realization.
KLM Development Romania S.R.L. is an independent planning and development office based in the D'OR Offices (Bucharest). We specialize in the analysis, development and permit planning of ground-mounted photovoltaic systems and battery energy storage systems (BESS) in Southern Romania - with a focus on the counties of Ilfov, Prahova, Argeș, Giurgiu and Dâmbovița.

Our interdisciplinary team combines expertise in architecture, urban planning, geoinformation, environmental technology and international project development.
Dr. Atena-Iona Gârjoabă has in-depth expertise in the fields of urbanism, landscape and territory. Her work focuses on acquisition, project development and project controlling. She is also responsible for design and approval planning as well as the coordination of land-use planning processes. A particular focus is on site research, analysis and strategic project planning as part of the acquisition process.
Dipl.-Ing. Olaf Koeppen has in-depth expertise in design and approval planning as well as in the field of monument protection. He specializes in architectural planning, project development and project management. After studying at the TU Berlin and the BTU Cottbus, he worked as a project architect in renowned offices in Berlin. He has been self-employed since 2009 and is responsible for the implementation of complex construction projects with his company foundations in Germany and Romania. A particular focus is on the development of ground-mounted photovoltaic systems and the strategic management of construction projects.
Julian Klopiec joined the team in October 2023 and brings expertise in energy, building and environmental technology to the project work. His main areas of activity include acquisition, project development and project controlling. He is also involved in design and approval planning as well as the coordination of land-use planning processes. A particular focus is on site research, analysis and strategic project planning as part of the acquisition process.
Sina Hammermeister has been part of the team since July 2020 and brings interdisciplinary skills from International Area Studies to the project work. Her work focuses on acquisition, project development and project controlling. She is also involved in design and approval planning as well as the coordination of land-use planning processes. A particular focus is on site research, analysis and structural project planning as part of the acquisition process.
Lukas Wortmann has been with the company since March 2021 and brings in-depth knowledge of economic and social geography to the project work. His work focuses on strategic business development, digitization and the use of geographic information systems (GIS). He is also active in project development, design and approval planning and the coordination of land-use planning processes. A particular focus is on site research, analysis and strategic planning in the early project phases.

Where planning begins - our office in Bucharest

Our office is located on the 4th floor of D'OR Offices (Bucharest) at Calea Dorobanți 32 - a modern office building with professional infrastructure and an optimal location in the administrative center of Sector 1.
The premises are bright, air-conditioned, ergonomically equipped and offer ideal conditions for concentrated project work, personal discussions and confidential consultations with owners, authorities and partners.
